如果真要问，发工单应该这样问：

Why my IP address is banned by a traceroute tools named "BestTrace", which makes its query result show "http:403" error.

每次 IP 查询都要请求 IPIP 服务器来显示地址信息

请求过多或瞬发过多 IPIP 会暂时拉黑你返回 403
